Narrative:

Air carrier X reported vehicle on runway. I told aircraft to go around. Callback conversation with reporter revealed the following information: reporter stated the vehicle had been cleared by ground control to check some runway lights and coordination with the local controller had not been performed. Vehicle was clear of runway but appeared to be on runway to dc-9 flight crew on final approach. Building hides 600 ft of runway, so reporter issued a go around, not knowing if there was a vehicle on runway.

Narrative: ACR X RPTED VEHICLE ON RWY. I TOLD ACFT TO GAR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE VEHICLE HAD BEEN CLRED BY GND CTL TO CHK SOME RWY LIGHTS AND COORD WITH THE LCL CTLR HAD NOT BEEN PERFORMED. VEHICLE WAS CLR OF RWY BUT APPEARED TO BE ON RWY TO DC-9 FLC ON FINAL APCH. BUILDING HIDES 600 FT OF RWY, SO RPTR ISSUED A GAR, NOT KNOWING IF THERE WAS A VEHICLE ON RWY.
