Narrative:

Aircraft was cleared to 17000 ft. First officer was flying the aircraft. Captain was referring to the quick response handbook for an annunciator light and out of limits engine indications. Crew requested to leveloff at 13000 ft. Crew applied engine shutdown checklist. Crew declared an emergency with dca departure. After airspeed deteriorated, aircraft was unable to maintain 13000 ft. Radio was congested. Descending through 12700 ft, when ATC cleared us to 12000 ft initial, then down to 10000 ft. Crew obtained WX for dulles, national and baltimore. Crew decided to land at baltimore. Approach and landing at baltimore were uneventful.

APCH AND LNDG AT BALTIMORE WERE UNEVENTFUL.
