Narrative:

IFR flight plan filed with elkins FSS for XX30 EST departure from 12V to cbe. Called huntington clearance and huntington departure on the ground for clearance at 12V, a non controled airport. I thought that I did not have to contact ATC until above 3000 ft AGL. I had forgotten that ona has an air traffic area because of a day only VOR approach. Took off on runway 7, announcing attention on unicom and climbed to 2200 ft when I broke out on top. Called huntington departure for clearance. FBO was monitoring huntington approach so I knew there were no incoming planes. Cause of problem: my lapse of judgement that 12V had an air traffic area despite the fact that it was non controled and the MDA is 1500 ft.

Narrative: IFR FLT PLAN FILED WITH ELKINS FSS FOR XX30 EST DEP FROM 12V TO CBE. CALLED HUNTINGTON CLRNC AND HUNTINGTON DEP ON THE GND FOR CLRNC AT 12V, A NON CTLED ARPT. I THOUGHT THAT I DID NOT HAVE TO CONTACT ATC UNTIL ABOVE 3000 FT AGL. I HAD FORGOTTEN THAT ONA HAS AN ATA BECAUSE OF A DAY ONLY VOR APCH. TOOK OFF ON RWY 7, ANNOUNCING ATTN ON UNICOM AND CLBED TO 2200 FT WHEN I BROKE OUT ON TOP. CALLED HUNTINGTON DEP FOR CLRNC. FBO WAS MONITORING HUNTINGTON APCH SO I KNEW THERE WERE NO INCOMING PLANES. CAUSE OF PROB: MY LAPSE OF JUDGEMENT THAT 12V HAD AN ATA DESPITE THE FACT THAT IT WAS NON CTLED AND THE MDA IS 1500 FT.
