Narrative:

I was involved in agricultural operations north of newport air base, in small aircraft X. When I came back to the air base to land, I made my approach to the southeast to land on the closed runway (designated area for agricultural operations). When I saw the helicopter sitting on the runway, I turned east to approach and land to the northwest on the same runway (see map) at position 'a' I saw small aircraft Y approaching to land on runway 18 (downwind the wind was out of the north at approximately 10 mph). I immediately climbed to 500' AGL and flew the pattern indicated on the map. Before I xed the area designated for loading our airplanes, 'F', the aircraft chose to go around at position 'B' and followed the track shown on map. I continued my approach at 500' AGL and circled to land at position 'D'. The other aircraft circled and landed on runway 18 behind and well clear of me. The next day, I was involved in agricultural operations east of newport air base. After dispensing a load and upon returning to air base, I observed small aircraft Y on approach to runway 18. At that point ('a') I put my aircraft into slow flight to give the other aircraft adequate time to land in front of me. The other aircraft at point 'east' chose to go around. I was at position 'C' at that time still in slow flight. The other aircraft made his go around straight ahead down runway 18 until he was well clear of me, and I followed through with my approach and touched down at point 'B'. I want to make it clear that at no time in either occurrence did either aircraft come within 1000' of each other. However, if either one of the pilots of these aircraft had not sen one another, an accident might have occurred. The airport management here at newport has designated the closed runway only for agricultural operations. This puts our ag traffic in direct conflict with general aviation aircraft using main runway 18-36. I have been flying for 14 yrs as an ag-pilot and have worked off uncontrolled and even tower operated airports and always we work with the general flow of traffic. The airport management here at newport doesn't like ag operations on 'his' air base and using this closed runway for ag-operations is his decision. The airport management is trying to have our operation evicted from the air base. I don't know if this entire occurrence is coincidence, or conspiracy, but the fact that the same aircraft (small aircraft Y) was involved both times leads me to wonder.

Title: UNCTLED ARPT TRAFFIC PATTERN DEVIATION FOR AGRICULTURAL ACFT.

Narrative: I WAS INVOLVED IN AGRICULTURAL OPS N OF NEWPORT AIR BASE, IN SMA X. I IMMEDIATELY CLBED TO 500' AGL AND FLEW THE PATTERN INDICATED ON THE MAP. BEFORE I XED THE AREA DESIGNATED FOR LOADING OUR AIRPLANES, 'F', THE ACFT CHOSE TO GO AROUND AT POS 'B' AND FOLLOWED THE TRACK SHOWN ON MAP. I CONTINUED MY APCH AT 500' AGL AND CIRCLED TO LAND AT POS 'D'. THE OTHER ACFT CIRCLED AND LANDED ON RWY 18 BEHIND AND WELL CLR OF ME. THE NEXT DAY, I WAS INVOLVED IN AGRICULTURAL OPS E OF NEWPORT AIR BASE. AFTER DISPENSING A LOAD AND UPON RETURNING TO AIR BASE, I OBSERVED SMA Y ON APCH TO RWY 18. AT THAT POINT ('A') I PUT MY ACFT INTO SLOW FLT TO GIVE THE OTHER ACFT ADEQUATE TIME TO LAND IN FRONT OF ME. THE OTHER ACFT AT POINT 'E' CHOSE TO GO AROUND. I WAS AT POS 'C' AT THAT TIME STILL IN SLOW FLT. THE OTHER ACFT MADE HIS GO AROUND STRAIGHT AHEAD DOWN RWY 18 UNTIL HE WAS WELL CLR OF ME, AND I FOLLOWED THROUGH WITH MY APCH AND TOUCHED DOWN AT POINT 'B'. I WANT TO MAKE IT CLR THAT AT NO TIME IN EITHER OCCURRENCE DID EITHER ACFT COME WITHIN 1000' OF EACH OTHER. HOWEVER, IF EITHER ONE OF THE PLTS OF THESE ACFT HAD NOT SEN ONE ANOTHER, AN ACCIDENT MIGHT HAVE OCCURRED. THE ARPT MGMNT HERE AT NEWPORT HAS DESIGNATED THE CLOSED RWY ONLY FOR AGRICULTURAL OPS. THIS PUTS OUR AG TFC IN DIRECT CONFLICT WITH GENERAL AVIATION ACFT USING MAIN RWY 18-36. I HAVE BEEN FLYING FOR 14 YRS AS AN AG-PLT AND HAVE WORKED OFF UNCTLED AND EVEN TWR OPERATED ARPTS AND ALWAYS WE WORK WITH THE GENERAL FLOW OF TFC. THE ARPT MGMNT HERE AT NEWPORT DOESN'T LIKE AG OPS ON 'HIS' AIR BASE AND USING THIS CLOSED RWY FOR AG-OPS IS HIS DECISION. THE ARPT MGMNT IS TRYING TO HAVE OUR OPERATION EVICTED FROM THE AIR BASE. I DON'T KNOW IF THIS ENTIRE OCCURRENCE IS COINCIDENCE, OR CONSPIRACY, BUT THE FACT THAT THE SAME ACFT (SMA Y) WAS INVOLVED BOTH TIMES LEADS ME TO WONDER.
