Narrative:

Working the ground control position and requested to cross runway 19L at taxiway 'C'. Local controller instructed me 'after small transport a taking the runway, cross runway 19L.' I looked at the approach end of runway 19L and saw an aircraft beginning takeoff roll. After it passed taxiway 'C' I instructed small aircraft X, Y and Z to cross runway 19L. Local control then brought it to my attention that small transport a had been cleared for takeoff and was rolling. Local controller then cancelled takeoff clearance.
