Narrative:

Departures were using runway 16L at seatac. On taking runway we noticed centerline lights were not on. We were cleared for takeoff. We asked tower to turn on runway lights. Tower then said roger and told aircraft behind us to position and hold and to confirm centerline lights were not on. Then tower informed RVR was 1400 ft. The RVR's had gone down due to fog and were now going up. The tower was reporting 1/2 NM visibility. Takeoff below 1600 RVR requires centerline lights. It appeared that tower thought the lights were on. IFR traffic was using the right runway for approachs. We began our takeoff roll after tower acknowledged our request, but before they actually came on. Next time I will remain in position until the lights are on. Supplemental information from acn 291418: I asked for tower to turn the centerline lights on and he said he would. We started our takeoff roll and the centerline lights never came on.

Title: TKOF AT BELOW MINIMUMS WITHOUT RWY CTRLINE LIGHTS.

Narrative: DEPS WERE USING RWY 16L AT SEATAC. ON TAKING RWY WE NOTICED CTRLINE LIGHTS WERE NOT ON. WE WERE CLRED FOR TKOF. WE ASKED TWR TO TURN ON RWY LIGHTS. TWR THEN SAID ROGER AND TOLD ACFT BEHIND US TO POS AND HOLD AND TO CONFIRM CTRLINE LIGHTS WERE NOT ON. THEN TWR INFORMED RVR WAS 1400 FT. THE RVR'S HAD GONE DOWN DUE TO FOG AND WERE NOW GOING UP. THE TWR WAS RPTING 1/2 NM VISIBILITY. TKOF BELOW 1600 RVR REQUIRES CTRLINE LIGHTS. IT APPEARED THAT TWR THOUGHT THE LIGHTS WERE ON. IFR TFC WAS USING THE R RWY FOR APCHS. WE BEGAN OUR TKOF ROLL AFTER TWR ACKNOWLEDGED OUR REQUEST, BUT BEFORE THEY ACTUALLY CAME ON. NEXT TIME I WILL REMAIN IN POS UNTIL THE LIGHTS ARE ON. SUPPLEMENTAL INFO FROM ACN 291418: I ASKED FOR TWR TO TURN THE CTRLINE LIGHTS ON AND HE SAID HE WOULD. WE STARTED OUR TKOF ROLL AND THE CTRLINE LIGHTS NEVER CAME ON.
