Narrative:

ATIS reporting 1/4 mi fog. Briefed first officer on whitestone climb. Discussed noise abatement procedure extensively in reference to new memo from flight operations on violations reference noise. Rushed off gate 10 mins early by agent with whom I did not speak when I was in the restroom. New first officer, and visibility was extremely limited. Lots of chatter on ground frequency regarding different aircraft location on field. Focused on taxiing and accomplishing the checklist. Departed spot xx for runway 13 via taxiway left and taxiway B. Discussed takeoff altitude which we received over ACARS. First aircraft to depart and we were cleared for takeoff when we contacted tower. As I lined up for takeoff, I realized that centerline lights was OTS. I asked first officer to verify we needed centerline for RVR (after I asked tower for current RVR). Touchdown 1200 ft, rollout 1000 ft. First officer said that all we needed was runway centerline marking for 600/600/600. I set the parking brake, flipped over my airport diagram, and saw centerline and runway centerline marking required. I interpreted it as centerline or runway centerline marking. Took off uneventfully. I was not comfortable, so I checked it again once airborne. I realized my error -- should have waited for RVR to improve to 1600 ft. Factors affecting: 1) body clock (XA00 am). I commute from sea to phl. 2) rushed off gate. 3) new first officer. Recommendations: 1) any NAVAID affecting takeoff and landing should be included on voice ATC. 2) ACARS ATC printout should note low RVR in relation to visibility. 1/4 mi, etc. 3) get off runway, ie, active runway and reassess.

I COMMUTE FROM SEA TO PHL. 2) RUSHED OFF GATE. 3) NEW FO. RECOMMENDATIONS: 1) ANY NAVAID AFFECTING TKOF AND LNDG SHOULD BE INCLUDED ON VOICE ATC. 2) ACARS ATC PRINTOUT SHOULD NOTE LOW RVR IN RELATION TO VISIBILITY. 1/4 MI, ETC. 3) GET OFF RWY, IE, ACTIVE RWY AND REASSESS.
