Narrative:

30 mins after takeoff while in cruise at FL310 the TCASII gave an RA and commanded a 1500 FPM descent. Descent was commenced in response to RA and ARTCC (ZID) was immediately advised. The aircraft TCASII/ivsi indicators showed traffic level at 12 O'clock, 1 mi, level at the moment the RA occurred. Descent was made to FL295, RA went out, traffic disappeared from TCASII/ivsi. ARTCC advised that no traffic was within 20 NM of our position. We cleared the clouds 2 mins later and observed no traffic visually. We then received ATC clearance to climb back to FL310. The TCASII gave a 10 second RA during the climb but stopped as we leveled at FL310 in the clear with no traffic ever sighted. TCASII test performed immediately after incident passed.

Title: A TCASII RA CALLED FOR A 1500 FPM DSCNT AND BEING IN THE CLOUDS THE FLC RESPONDED, TOLD THE CTLR, AND WHEN THEY BROKE OUT OF THE CLOUDS THERE WAS NO ONE THERE.

Narrative: 30 MINS AFTER TKOF WHILE IN CRUISE AT FL310 THE TCASII GAVE AN RA AND COMMANDED A 1500 FPM DSCNT. DSCNT WAS COMMENCED IN RESPONSE TO RA AND ARTCC (ZID) WAS IMMEDIATELY ADVISED. THE ACFT TCASII/IVSI INDICATORS SHOWED TFC LEVEL AT 12 O'CLOCK, 1 MI, LEVEL AT THE MOMENT THE RA OCCURRED. DSCNT WAS MADE TO FL295, RA WENT OUT, TFC DISAPPEARED FROM TCASII/IVSI. ARTCC ADVISED THAT NO TFC WAS WITHIN 20 NM OF OUR POS. WE CLRED THE CLOUDS 2 MINS LATER AND OBSERVED NO TFC VISUALLY. WE THEN RECEIVED ATC CLRNC TO CLB BACK TO FL310. THE TCASII GAVE A 10 SECOND RA DURING THE CLB BUT STOPPED AS WE LEVELED AT FL310 IN THE CLR WITH NO TFC EVER SIGHTED. TCASII TEST PERFORMED IMMEDIATELY AFTER INCIDENT PASSED.
