Narrative:

Equipment limitation at ZJX. ZJX has only 1 VHF guard site (121.5) located at ZJX. This does not provide enough coverage for all of ZJX airspace. There are only 3 UHF guard sites (243.0), located at dhn, ZJX, and cms. This does not provide enough coverage for all of ZJX airspace. Due to equipment limitations the VHF (121.5) frequency can only be assigned to 12 positions, in addition the UHF frequency (243.0) can only be assigned to 36 positions. There are currently 38 radar position and 38 non-radar position at ZJX. This current equipment confign does not allow all air traffic controllers at ZJX the capability to broadcast on a guard frequency in the event of an emergency.
