Narrative:

An acquaintance asked me to fly him over a new building south of jerome, identification, so he could take photos. I checked the WX at twin falls and jerome and both were good VFR. There was a lower set of clouds north of twin falls, which I skirted to the east. As we approached our photo site, snow started falling and the clouds lowered dramatically. I was forced to descend to about 600 ft AGL to remain clear of clouds. The clouds toward jer appeared to be lower so I returned to twf. I was able to climb to about 800 ft AGL as I proceeded to the south. While I believe that the flight was never in danger, the aircraft was below the 1000 ft AGL required over populated areas.

THERE WAS A LOWER SET OF CLOUDS N OF TWIN FALLS, WHICH I SKIRTED TO THE E. AS WE APCHED OUR PHOTO SITE, SNOW STARTED FALLING AND THE CLOUDS LOWERED DRAMATICALLY. I WAS FORCED TO DSND TO ABOUT 600 FT AGL TO REMAIN CLR OF CLOUDS. THE CLOUDS TOWARD JER APPEARED TO BE LOWER SO I RETURNED TO TWF. I WAS ABLE TO CLB TO ABOUT 800 FT AGL AS I PROCEEDED TO THE S. WHILE I BELIEVE THAT THE FLT WAS NEVER IN DANGER, THE ACFT WAS BELOW THE 1000 FT AGL REQUIRED OVER POPULATED AREAS.
