Narrative:

I filed DVFR from fxe to bimini. Ground told me no clearance needed for eastbound departures. Tower told me to activate flight plan with miami, when I cleared class C airspace. I departed fxe on course and climbed as filed. No further contact with fxe tower until I requested frequency change for miami approach. Then I was told to contact fll tower. They told me I was not cleared into class C airspace. Since fxe tower told me to contact miami after I cleared class C airspace I assumed clearance into class C airspace. I had expected my flight plan to be activated on the ground with departure heading, altitude, frequency and squawk. I was not told to remain clear of class C airspace.

Narrative: I FILED DVFR FROM FXE TO BIMINI. GND TOLD ME NO CLRNC NEEDED FOR EBOUND DEPS. TWR TOLD ME TO ACTIVATE FLT PLAN WITH MIAMI, WHEN I CLRED CLASS C AIRSPACE. I DEPARTED FXE ON COURSE AND CLBED AS FILED. NO FURTHER CONTACT WITH FXE TWR UNTIL I REQUESTED FREQ CHANGE FOR MIAMI APCH. THEN I WAS TOLD TO CONTACT FLL TWR. THEY TOLD ME I WAS NOT CLRED INTO CLASS C AIRSPACE. SINCE FXE TWR TOLD ME TO CONTACT MIAMI AFTER I CLRED CLASS C AIRSPACE I ASSUMED CLRNC INTO CLASS C AIRSPACE. I HAD EXPECTED MY FLT PLAN TO BE ACTIVATED ON THE GND WITH DEP HDG, ALT, FREQ AND SQUAWK. I WAS NOT TOLD TO REMAIN CLR OF CLASS C AIRSPACE.
