Narrative:

Departed ont at XA05 on prado 4 departure. Was assigned heading 070 degrees and maintain 7000 ft by departure control and was handed off to ZLA. Upon initial call, no contact. We received a TCASII TA at 11 O'clock and 4 NM. Called center again, still no contact. TCASII followed with 'monitor vertical speed.' we were still level at 7000 ft. TCASII followed with an RA 'climb, climb, now.' first officer executed an immediate climb to 8200 ft until RA 'clear of conflict.' I contacted center on third call. He said he had just sat down and told us to maintain 9000 ft and fly heading 100 degrees and intercept trm radial 263 degrees. I asked him if he showed traffic passing below us at 400 ft. He said that it had just popped up but we were not clear of it. I caught a glimpse of a white C-150 pass below our left wing at 400 ft confirming TCASII advisory alert and warning.

WE RECEIVED A TCASII TA AT 11 O'CLOCK AND 4 NM. CALLED CTR AGAIN, STILL NO CONTACT. TCASII FOLLOWED WITH 'MONITOR VERT SPD.' WE WERE STILL LEVEL AT 7000 FT. TCASII FOLLOWED WITH AN RA 'CLB, CLB, NOW.' FO EXECUTED AN IMMEDIATE CLB TO 8200 FT UNTIL RA 'CLR OF CONFLICT.' I CONTACTED CTR ON THIRD CALL. HE SAID HE HAD JUST SAT DOWN AND TOLD US TO MAINTAIN 9000 FT AND FLY HDG 100 DEGS AND INTERCEPT TRM RADIAL 263 DEGS. I ASKED HIM IF HE SHOWED TFC PASSING BELOW US AT 400 FT. HE SAID THAT IT HAD JUST POPPED UP BUT WE WERE NOT CLR OF IT. I CAUGHT A GLIMPSE OF A WHITE C-150 PASS BELOW OUR L WING AT 400 FT CONFIRMING TCASII ADVISORY ALERT AND WARNING.
