Narrative:

Cpr X was on frequency level at FL220. Cpr Y checked on frequency at FL240 and given clearance to FL230. Cpr Y was then advised of the similar call signs. Both aircraft were landing at clt and needed to cross the ZDC/ZTL boundary at 16000 ft. Cpr X was given a turn for spacing. He was later cleared to descend to 16000 ft. Y took the clearance for descent. I noticed Y altitude readout at 21600 and questioned pilot about his clearance. He stated he'd took the clearance and read back for it.
