Narrative:

Air carrier X cleared to 7000 on descent. We used the company finger pointing method for all altitude clrncs. While descending through 9600 ft traffic Y was called at 12 O'clock, opposite direction climbing to 9000. We climbed back to 10000. Telephone call to approach control indicated we were cleared to 7000, acknowledged 7000. Clearance issued in error. Dispatched that day with TCASII inoperative per MEL; wish we had it that day!
