Narrative:

Boeing is conducting tests on their new 777 model. Where they park is near a busy section of an uncontrolled ramp next to the passenger terminal. They wanted to conduct engine test including run up and requested ground control to keep everyone away to prevent a blow over. Ground control advised that the area was uncontrolled and suggested the aircraft move to a safer location to power up their engines. (There are numerous area on the airport where full power runups are frequency done by high performance aircraft. The rogwell ATCT manager called the airport manager and requested a change of location for the B777. Later the air traffic manager went in person to make this request. Both were turned down. This is a very simple problem to remedy even turning the aircraft 90 degrees would have greatly diminished the danger to passenger and airport employees. The test went on with the control tower advising the situation was unsafe. Callback conversation with reporter revealed the following information: atm verified B777 was allowed to runup in non designated runup area. Atm said airports division was looking into the matter.

Title: B777 HIGH PWRED RUNUP IN NON DESIGNATED RUNUP AREA.

Narrative: BOEING IS CONDUCTING TESTS ON THEIR NEW 777 MODEL. WHERE THEY PARK IS NEAR A BUSY SECTION OF AN UNCTLED RAMP NEXT TO THE PAX TERMINAL. THEY WANTED TO CONDUCT ENG TEST INCLUDING RUN UP AND REQUESTED GND CTL TO KEEP EVERYONE AWAY TO PREVENT A BLOW OVER. GND CTL ADVISED THAT THE AREA WAS UNCTLED AND SUGGESTED THE ACFT MOVE TO A SAFER LOCATION TO PWR UP THEIR ENGS. (THERE ARE NUMEROUS AREA ON THE ARPT WHERE FULL PWR RUNUPS ARE FREQ DONE BY HIGH PERFORMANCE ACFT. THE ROGWELL ATCT MGR CALLED THE ARPT MGR AND REQUESTED A CHANGE OF LOCATION FOR THE B777. LATER THE AIR TFC MGR WENT IN PERSON TO MAKE THIS REQUEST. BOTH WERE TURNED DOWN. THIS IS A VERY SIMPLE PROB TO REMEDY EVEN TURNING THE ACFT 90 DEGS WOULD HAVE GREATLY DIMINISHED THE DANGER TO PAX AND ARPT EMPLOYEES. THE TEST WENT ON WITH THE CTL TWR ADVISING THE SIT WAS UNSAFE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: ATM VERIFIED B777 WAS ALLOWED TO RUNUP IN NON DESIGNATED RUNUP AREA. ATM SAID ARPTS DIVISION WAS LOOKING INTO THE MATTER.
