Narrative:

On oct/xx/94, an L-1011 at FL330 requested FL370. I cleared the aircraft to cross mei at FL370. At this time, a B-727 was 45 northeast mei. The L-1011 was 35 mi east. Both aircraft were converging approximately 5 east of mei. When the L-1011 was 8 west of mei, I asked the pilot if he was going to meet the restr (L-1011 was leaving FL350). L-1011's pilot advised it would 'be a little long.' due to the head-on situation, I turned the L-1011 30 degrees left, the B-727 40 degrees left, had to turn an additional aircraft that was not originally a factor 30 degrees left, and descend another aircraft from FL350 to FL330. All these actions were due to 1 aircraft not meeting an ATC clearance that could have provided separation.

Title: FAILED TO MEET ALT CLB RESTR. PLTDEV.

Narrative: ON OCT/XX/94, AN L-1011 AT FL330 REQUESTED FL370. I CLRED THE ACFT TO CROSS MEI AT FL370. AT THIS TIME, A B-727 WAS 45 NE MEI. THE L-1011 WAS 35 MI E. BOTH ACFT WERE CONVERGING APPROX 5 E OF MEI. WHEN THE L-1011 WAS 8 W OF MEI, I ASKED THE PLT IF HE WAS GOING TO MEET THE RESTR (L-1011 WAS LEAVING FL350). L-1011'S PLT ADVISED IT WOULD 'BE A LITTLE LONG.' DUE TO THE HEAD-ON SIT, I TURNED THE L-1011 30 DEGS L, THE B-727 40 DEGS L, HAD TO TURN AN ADDITIONAL ACFT THAT WAS NOT ORIGINALLY A FACTOR 30 DEGS L, AND DSND ANOTHER ACFT FROM FL350 TO FL330. ALL THESE ACTIONS WERE DUE TO 1 ACFT NOT MEETING AN ATC CLRNC THAT COULD HAVE PROVIDED SEPARATION.
