Narrative:

Busy session, 2 sectors combined. Cessna, uga B, at 5500 ft requests class 'C' termination. Aircraft is terminated squawks 1200 ft. 2 KC135's released off march AFB runway 14 in trail for formation join-up, climbing into blocks 60-70 ft. 1ST aircraft, military-a reports near miss with a cessna at 5500 ft. I immediately passed traffic to following KC135. Although I was very busy, I felt the sector(south) was under control. Also, a runway 14 departure is usually not standard for march AFB, and should have caused me to look farther along their flight path prior to climbing them out of 5000 ft. I was just so busy, I did not see the traffic. Perhaps if the sector was split, I would have been less busy and called the traffic prior to the incident.

I IMMEDIATELY PASSED TFC TO FOLLOWING KC135. ALTHOUGH I WAS VERY BUSY, I FELT THE SECTOR(S) WAS UNDER CTL. ALSO, A RWY 14 DEP IS USUALLY NOT STANDARD FOR MARCH AFB, AND SHOULD HAVE CAUSED ME TO LOOK FARTHER ALONG THEIR FLT PATH PRIOR TO CLBING THEM OUT OF 5000 FT. I WAS JUST SO BUSY, I DID NOT SEE THE TFC. PERHAPS IF THE SECTOR WAS SPLIT, I WOULD HAVE BEEN LESS BUSY AND CALLED THE TFC PRIOR TO THE INCIDENT.
