Narrative:

Was instructed to pass directly over the airport from north to south to join a right downwind for runway 9R at 1000 ft. At 1000 ft MSL a banner towing aircraft at 700-800 ft passed directly under us and at the same time tower pointed out traffic. No evasive action was taken, however advance notification would have helped.

AT 1000 FT MSL A BANNER TOWING ACFT AT 700-800 FT PASSED DIRECTLY UNDER US AND AT THE SAME TIME TWR POINTED OUT TFC. NO EVASIVE ACTION WAS TAKEN, HOWEVER ADVANCE NOTIFICATION WOULD HAVE HELPED.
