Narrative:

We departed hobby and as we changed to departure control, we were given instruction to 'turn to heading 150 degrees, you have traffic at 12 O'clock.' we looked outside (it was very hazy) and did not acquire visual. Looking on TCASII we saw several aircraft which could have been targets but then saw one that showed approximately 800 ft and above and approaching directly ahead as we rolled out on the assigned heading. Climb was continued and heading was changed to approximately 130 degrees for avoidance. At that time the traffic disappeared from the screen momentarily (which was very disconcerting). When the traffic reappeared, it was again at 12 O'clock position with TA followed by descend RA. We were still trying to acquire visual. As PF I started a descent, when my first officer called 'I've got him and I've got the airplane!' he initiated immediate full power climb through 2000 ft. On TCASII the aircraft passed 400 ft below and slightly south of our position. This situation was complicated by a number of factors: 1) hazy flight conditions. 2) lot of communication on the frequency 3) our mobility to determine where the other aircraft was going. 4) apparent confusion of TCASII (screen blanking out, conflicting RA) adding to our confusion. 5) high workload conditions in cockpit (turn initiated between 500 ft and 1000 ft AGL: clean up completed after the traffic was cleared.

ON TCASII THE ACFT PASSED 400 FT BELOW AND SLIGHTLY S OF OUR POS.
