Narrative:

We were inbound to vhp on initial approach, north of delee intersection at 10000 ft talking to ind approach control. At approximately 30 NM south of vhp we were cleared to 7000 ft and simultaneously given a traffic call at our 12 O'clock 2 1/2 NM. TCASII announced the traffic and depicted him descending toward or altitude still at our 12 to 1230 O'clock. Shortly thereafter, TCASII gave an RA with a command to climb. We complied with TCASII and climbed to 10800 ft and picked up the traffic visually (a cessna 172) at our 12:30 to 1 O'clock position low, about 500 ft to 700 ft. Approach control issued the initial traffic call but did not say that the traffic was descending. Nor did he keep us advised of the traffic. He seemed unaware of the impending conflict and if it was not for TCASII, the possibility of a collision would have been very close. TCASII worked as advertised and took up the slack of a weak approach controller.

TCASII ANNOUNCED THE TFC AND DEPICTED HIM DSNDING TOWARD OR ALT STILL AT OUR 12 TO 1230 O'CLOCK. SHORTLY THEREAFTER, TCASII GAVE AN RA WITH A COMMAND TO CLB. WE COMPLIED WITH TCASII AND CLBED TO 10800 FT AND PICKED UP THE TFC VISUALLY (A CESSNA 172) AT OUR 12:30 TO 1 O'CLOCK POS LOW, ABOUT 500 FT TO 700 FT. APCH CTL ISSUED THE INITIAL TFC CALL BUT DID NOT SAY THAT THE TFC WAS DSNDING. NOR DID HE KEEP US ADVISED OF THE TFC. HE SEEMED UNAWARE OF THE IMPENDING CONFLICT AND IF IT WAS NOT FOR TCASII, THE POSSIBILITY OF A COLLISION WOULD HAVE BEEN VERY CLOSE. TCASII WORKED AS ADVERTISED AND TOOK UP THE SLACK OF A WEAK APCH CTLR.
