While arriving on scurry STAR at 11000 ft, VFR traffic passed over at 11500 ft. Dfw departure traffic passed under at 10000 ft. TCASII first warned to maintain altitude then descend, adding much confusion to traffic identify.

Narrative: WHILE ARRIVING ON SCURRY STAR AT 11000 FT, VFR TFC PASSED OVER AT 11500 FT. DFW DEP TFC PASSED UNDER AT 10000 FT. TCASII FIRST WARNED TO MAINTAIN ALT THEN DSND, ADDING MUCH CONFUSION TO TFC IDENT.
