Narrative:

I had a clearance to cross gland intersection at 10000 ft MSL and 250 KTS. My attention got diverted by the fact that I was making an air turn back to iah due to nose tire vibration after rotation at iah. I made 'gland' at 10000 ft ok but did not get slowed down to 50 KTS. I was still doing 310 KTS. My attention was diverted by the fact that ATC could not get it through their heads that I was returning because there was no nose tires in crp, our destination, and therefore maintenance wanted us to come back to iah where easy replacements were available. The tires were not blown or deflated. Just out of balance. Nevertheless, PIC's desires were overruled and they decided to make a full blown emergency out of it and called the emergency equipment out to meet us. A total waste of tax payer money and slightly unnerving to our passenger. We landed without incident as was expected.

Title: FLC OF AN MLG FAILED TO MAKE SPD RESTR DUE TO ATC DISTR WHILE RETURNING TO LAND.

Narrative: I HAD A CLRNC TO CROSS GLAND INTXN AT 10000 FT MSL AND 250 KTS. MY ATTN GOT DIVERTED BY THE FACT THAT I WAS MAKING AN AIR TURN BACK TO IAH DUE TO NOSE TIRE VIBRATION AFTER ROTATION AT IAH. I MADE 'GLAND' AT 10000 FT OK BUT DID NOT GET SLOWED DOWN TO 50 KTS. I WAS STILL DOING 310 KTS. MY ATTN WAS DIVERTED BY THE FACT THAT ATC COULD NOT GET IT THROUGH THEIR HEADS THAT I WAS RETURNING BECAUSE THERE WAS NO NOSE TIRES IN CRP, OUR DEST, AND THEREFORE MAINT WANTED US TO COME BACK TO IAH WHERE EASY REPLACEMENTS WERE AVAILABLE. THE TIRES WERE NOT BLOWN OR DEFLATED. JUST OUT OF BAL. NEVERTHELESS, PIC'S DESIRES WERE OVERRULED AND THEY DECIDED TO MAKE A FULL BLOWN EMER OUT OF IT AND CALLED THE EMER EQUIP OUT TO MEET US. A TOTAL WASTE OF TAX PAYER MONEY AND SLIGHTLY UNNERVING TO OUR PAX. WE LANDED WITHOUT INCIDENT AS WAS EXPECTED.
