Narrative:

Under control of ZNY (128.57) headed southwest of J-49 85 NM northeast of psb VOR, received TA from TCASII. Did not visually acquire traffic prior to climb from TCASII. Ivsi showed red arc from plus 800 FPM through entire descent half of scale. As climb was commenced, co-altitude traffic was acquired at 10 O'clock position at 1-2 NM headed opposite direction. At this time controller directed right turn to 290 degrees (heading was about 240 degrees). Climb was discontinued, maximum altitude deviation was 500 ft to 37500 ft.

Narrative: UNDER CTL OF ZNY (128.57) HEADED SW OF J-49 85 NM NE OF PSB VOR, RECEIVED TA FROM TCASII. DID NOT VISUALLY ACQUIRE TFC PRIOR TO CLB FROM TCASII. IVSI SHOWED RED ARC FROM PLUS 800 FPM THROUGH ENTIRE DSCNT HALF OF SCALE. AS CLB WAS COMMENCED, CO-ALT TFC WAS ACQUIRED AT 10 O'CLOCK POS AT 1-2 NM HEADED OPPOSITE DIRECTION. AT THIS TIME CTLR DIRECTED R TURN TO 290 DEGS (HDG WAS ABOUT 240 DEGS). CLB WAS DISCONTINUED, MAX ALTDEV WAS 500 FT TO 37500 FT.
