Narrative:

Left base leg at 900 ft MSL 25 degree bank, landing runway 26 jnu. Cessna 185 on floats appeared ahead of leading edge of left wing out of left window, approximately distance 30 ft. Maximum nose up and full power applied with resultant stick shaker and no collision. The aircraft, cessna 185, had been instructed to 'keep us in sight' and 'stay low' by jnu tower. We were given a verbal apology by cessna shortly after the incident and he admitted that he had lost sight of us, contrary to ATC instructions. In talking to the tower, we were subsequently informed that it was a transient aircraft unfamiliar with local terminology and that 900 ft probably meant low to him when he was instructed to 'stay low.' suggestions: hold departing, transient aircraft on the ground until after the arrival of acrs, or issue specific instructions, ie, 'maintain 300 ft or below until 6 DME' vice 'stay low.'

Narrative: LEFT BASE LEG AT 900 FT MSL 25 DEG BANK, LNDG RWY 26 JNU. CESSNA 185 ON FLOATS APPEARED AHEAD OF LEADING EDGE OF L WING OUT OF L WINDOW, APPROX DISTANCE 30 FT. MAX NOSE UP AND FULL PWR APPLIED WITH RESULTANT STICK SHAKER AND NO COLLISION. THE ACFT, CESSNA 185, HAD BEEN INSTRUCTED TO 'KEEP US IN SIGHT' AND 'STAY LOW' BY JNU TWR. WE WERE GIVEN A VERBAL APOLOGY BY CESSNA SHORTLY AFTER THE INCIDENT AND HE ADMITTED THAT HE HAD LOST SIGHT OF US, CONTRARY TO ATC INSTRUCTIONS. IN TALKING TO THE TWR, WE WERE SUBSEQUENTLY INFORMED THAT IT WAS A TRANSIENT ACFT UNFAMILIAR WITH LCL TERMINOLOGY AND THAT 900 FT PROBABLY MEANT LOW TO HIM WHEN HE WAS INSTRUCTED TO 'STAY LOW.' SUGGESTIONS: HOLD DEPARTING, TRANSIENT ACFT ON THE GND UNTIL AFTER THE ARR OF ACRS, OR ISSUE SPECIFIC INSTRUCTIONS, IE, 'MAINTAIN 300 FT OR BELOW UNTIL 6 DME' VICE 'STAY LOW.'
