Narrative:

Y was an 8000 ft overflt nwbound. Air carrier X was climbed to 8000 ft and turned wbound -- heading 270 degrees. I thought I had cleared X to 7000 ft and issued the 8000 ft traffic to X. Due to a data block congestion, I did not see X depart 700 ft climbing to 8000 ft. When I realized X was at 8000 ft, I gave him a traffic alert. He then stated he had traffic in sight. Supplemental information from acn 272691: air carrier X on climb out from orlando airport. Departure control gave us a turn to 270 degrees and climb to 8000 ft. Shortly thereafter, we encountered a TCASII alert as we were about to level off at 8000 ft. Controller advised of traffic alert and said we were cleared to 7000 ft. We took evasive action by turning sbound and descending. The controller then gave us a heading of 180 degrees and we leveled at 7000 ft. Both pilots are certain we were cleared to 8000 ft.

Title: ACR X CLB TO OCCUPIED ALT TCASII RA HAD LTSS WITH Y. SYS ERROR. EVASIVE ACTION TAKEN.

Narrative: Y WAS AN 8000 FT OVERFLT NWBOUND. ACR X WAS CLBED TO 8000 FT AND TURNED WBOUND -- HDG 270 DEGS. I THOUGHT I HAD CLRED X TO 7000 FT AND ISSUED THE 8000 FT TFC TO X. DUE TO A DATA BLOCK CONGESTION, I DID NOT SEE X DEPART 700 FT CLBING TO 8000 FT. WHEN I REALIZED X WAS AT 8000 FT, I GAVE HIM A TFC ALERT. HE THEN STATED HE HAD TFC IN SIGHT. SUPPLEMENTAL INFO FROM ACN 272691: ACR X ON CLBOUT FROM ORLANDO ARPT. DEP CTL GAVE US A TURN TO 270 DEGS AND CLB TO 8000 FT. SHORTLY THEREAFTER, WE ENCOUNTERED A TCASII ALERT AS WE WERE ABOUT TO LEVEL OFF AT 8000 FT. CTLR ADVISED OF TFC ALERT AND SAID WE WERE CLRED TO 7000 FT. WE TOOK EVASIVE ACTION BY TURNING SBOUND AND DSNDING. THE CTLR THEN GAVE US A HDG OF 180 DEGS AND WE LEVELED AT 7000 FT. BOTH PLTS ARE CERTAIN WE WERE CLRED TO 8000 FT.
