Narrative:

I was first officer on flight holding at colax for landing at dfw. We were vectored to sps at our request for a divert, heading 320 degrees, 230 KIAS. Approximately scy 030/15 we observed a target on TCASII 11 O'clock, 2000 ft below climbing, apparently, departure from dfw. When vertical separation less than 1000 ft and target continued to close on same bearing, we received an RA 'descend, descend, now' and indicated descent of greater than 2000 FPM. The captain immediately began a descent turning away from the other aircraft. As the target passed very near the TCASII reference point the vertical separation was '0' and the climb arrow passed through reference point, TCASII RA was monitor vertical descent. ATC called and asked if we were still at FL220 and I replied that we were on a TCASII avoidance and an air carrier flight transmitted immediately that he was also on a TCASII avoidance. We were IMC and never saw the other aircraft.

Title: ACR ON VECTOR HAS TCASII RA.

Narrative: I WAS FO ON FLT HOLDING AT COLAX FOR LNDG AT DFW. WE WERE VECTORED TO SPS AT OUR REQUEST FOR A DIVERT, HDG 320 DEGS, 230 KIAS. APPROX SCY 030/15 WE OBSERVED A TARGET ON TCASII 11 O'CLOCK, 2000 FT BELOW CLBING, APPARENTLY, DEP FROM DFW. WHEN VERT SEPARATION LESS THAN 1000 FT AND TARGET CONTINUED TO CLOSE ON SAME BEARING, WE RECEIVED AN RA 'DSND, DSND, NOW' AND INDICATED DSCNT OF GREATER THAN 2000 FPM. THE CAPT IMMEDIATELY BEGAN A DSCNT TURNING AWAY FROM THE OTHER ACFT. AS THE TARGET PASSED VERY NEAR THE TCASII REF POINT THE VERT SEPARATION WAS '0' AND THE CLB ARROW PASSED THROUGH REF POINT, TCASII RA WAS MONITOR VERT DSCNT. ATC CALLED AND ASKED IF WE WERE STILL AT FL220 AND I REPLIED THAT WE WERE ON A TCASII AVOIDANCE AND AN ACR FLT XMITTED IMMEDIATELY THAT HE WAS ALSO ON A TCASII AVOIDANCE. WE WERE IMC AND NEVER SAW THE OTHER ACFT.
