Narrative:

After questioning office personnel twice about the weight of the cargo, I was assured it was 43328 pounds load plan. Flight plan and addition verified both weight and addition to be correct. On landing at destination (svmi), captain requested that the cargo be weighted, ground personnel at svmi who are not bi- lingual and flight crew who are not spanish speaking communicated that there were no scales for weighing the cargo and removed the cargo from the aircraft. Prior to departing svmi flight crew performed a postflt and preflight inspection. Since there was no way of verifying from the load plan or the flight plan that the cargo weight was anything but what was presented in those documents, captain in the interest of safety, requested that an overweight landing inspection be performed on our return to mia.

Narrative: AFTER QUESTIONING OFFICE PERSONNEL TWICE ABOUT THE WT OF THE CARGO, I WAS ASSURED IT WAS 43328 LBS LOAD PLAN. FLT PLAN AND ADDITION VERIFIED BOTH WT AND ADDITION TO BE CORRECT. ON LNDG AT DEST (SVMI), CAPT REQUESTED THAT THE CARGO BE WEIGHTED, GND PERSONNEL AT SVMI WHO ARE NOT BI- LINGUAL AND FLC WHO ARE NOT SPANISH SPEAKING COMMUNICATED THAT THERE WERE NO SCALES FOR WEIGHING THE CARGO AND REMOVED THE CARGO FROM THE ACFT. PRIOR TO DEPARTING SVMI FLC PERFORMED A POSTFLT AND PREFLT INSPECTION. SINCE THERE WAS NO WAY OF VERIFYING FROM THE LOAD PLAN OR THE FLT PLAN THAT THE CARGO WT WAS ANYTHING BUT WHAT WAS PRESENTED IN THOSE DOCUMENTS, CAPT IN THE INTEREST OF SAFETY, REQUESTED THAT AN OVERWT LNDG INSPECTION BE PERFORMED ON OUR RETURN TO MIA.
