Narrative:

Air carrier X FK10 had just landed on runway 9 and a westwind was taxied into position to hold. The FK10 was told to turn left on runway 18 or taxiway B. X turned right on taxiway B. X was then told to turn right (taxiway C) and cross runway 18 on taxiway C. The westwind was then cleared for takeoff runway 9. X was in the process of crossing runway 18 and was then told to make first right turn (taxiway C2) and hold short of runway 9. 'Rogers.' a B757 was then told to taxi into position and hold runway 9. I had turned from X to make sure the westwind was clear for the B757 to go into position. Also I was searching for a king air who was cleared to land runway 9 on about a 5 mi final. When I turned back to X he had just finished crossing runway 9 on runway 18. The westwind was just airborne 2000 ft from the intersection of runway 18. Neither pilot said anything and I had the flight director/clearance delivery controller advise the supervisor. Contributing factors include a new terminal building has been open for a month in the northwest quadrant of the airport and is not on the pilot's charts. Ground and local position were combined and it is impossible to watch the approach end of runway 9 and the txwys. With a king air on a 7 mi final, FK10 rolling out and 2 departures to get out prior to the arrival the frequencys were congested. The X crew didn't turn left as told initially. Then they didn't finish crossing runway 18 but turned on it. If the X had turned at taxiway C2 the westwind would have passed that intersection. The tower then instructed us to turn right on taxiway C then right again on runway 18/36 to the gate via txwys east and a. This is how me and my first officer understood the instructions anyway. Apparently on rollout we had been told to exit the runway to the left, which I did not hear. A new terminal building had just opened on the north side of the field. Out of habit, I headed to the old terminal on the south side of the field, which was not in use. It is difficult to understand a clearance given on landing rollout, as the engines are in reverse, brakes being applied and the noise level is higher than normal. That is why I did not hear instructions to turn left off the runway. Supplemental information from acn 273251: X was cleared by tower to taxi to the ramp by either runway 36 or taxiway B. X turned right off runway 9 onto runway 36/18. We were then reclred by tower to turn right on taxiway C, right on taxiway C2 and hold short of runway 9. We were subsequently cleared to cross runway 9 and taxi to the ramp.

I HAD TURNED FROM X TO MAKE SURE THE WESTWIND WAS CLR FOR THE B757 TO GO INTO POS. ALSO I WAS SEARCHING FOR A KING AIR WHO WAS CLRED TO LAND RWY 9 ON ABOUT A 5 MI FINAL. WHEN I TURNED BACK TO X HE HAD JUST FINISHED XING RWY 9 ON RWY 18. THE WESTWIND WAS JUST AIRBORNE 2000 FT FROM THE INTXN OF RWY 18. NEITHER PLT SAID ANYTHING AND I HAD THE FLT DIRECTOR/CLRNC DELIVERY CTLR ADVISE THE SUPVR. APPARENTLY ON ROLLOUT WE HAD BEEN TOLD TO EXIT THE RWY TO THE L, WHICH I DID NOT HEAR. A NEW TERMINAL BUILDING HAD JUST OPENED ON THE N SIDE OF THE FIELD.
