Narrative:
I was working local and ground. I instructed small aircraft X to cross runway 24 and hold short of runway 30. I had cleared another small aircraft Y for a touch and go on runway 30. Small aircraft X crossed runway 30 in front of the touch and go aircraft. Pilots need to listen more carefully. Pilots also need to watch. Even if aircraft thinks he is cleared onto runway, he should look both ways.
