Narrative:

Our aircraft was climbing out on a heading assigned by phx departure. A small C-172 or C-182 crossed our path in the opposite direction in the class B airspace without a working transponder or radio communication with phx. No warning was given, and we corrected our turn in order to miss said aircraft. Light aircraft was not in contact with phoenix airport and was probably on a VFR flight plan traversing the phx area. We do not believe he even saw us. He should have asked for radar handling.

Narrative: OUR ACFT WAS CLBING OUT ON A HDG ASSIGNED BY PHX DEP. A SMALL C-172 OR C-182 CROSSED OUR PATH IN THE OPPOSITE DIRECTION IN THE CLASS B AIRSPACE WITHOUT A WORKING XPONDER OR RADIO COM WITH PHX. NO WARNING WAS GIVEN, AND WE CORRECTED OUR TURN IN ORDER TO MISS SAID ACFT. LIGHT ACFT WAS NOT IN CONTACT WITH PHOENIX ARPT AND WAS PROBABLY ON A VFR FLT PLAN TRAVERSING THE PHX AREA. WE DO NOT BELIEVE HE EVEN SAW US. HE SHOULD HAVE ASKED FOR RADAR HANDLING.
