Narrative:

Requested PAR (gca) at scott AFB, ill, at dusk on wed/xx/94 for practice military. Radar approach did 1 week earlier, enjoyed learning (refresher lesson). St louis approach advised they were handling scott AFB approachs, radar off. Asked for stl ASR approach. Told not available. Asked other scott approximately availability, told ILS, got ILS frequency from stl approach since no military. Plates in appropriate booklet. Given 109.9 mh and directed to ILS localizer course and cleared for approach. Listened for scott ATIS (did not have frequency change). Got no ATIS, assumed tower off air. Flew low approach. Called stl approach control for next ILS en route home at parks/cahokia (cps) airport. Told to call tower. (Expected parks). Called by scott tower, told of possible violation of class D and military airspace. Described all conversations with stl approach. Control told to call scott on phone later. See detailed chronology attached. Miscom by both pilot and st louis approach. Could have created close call with faster jets at scott AFB. Good lesson learned. Call tower at all times regardless of ATC coordination, etc. ATIS frequency 128.7 mh at scott was recently changed. Apparent miscom between stl approach control and scott tower and also our failure to go scott tower 126.2 mh led to scott considering us an aircraft in trouble (no communication). He said he gave us a 'green light' on final. Due to twilight/sun in backgnd, we did not see green light. 'Near miss' could have been a faster (jet) behind us on final, with sunset ahead of us, making 'see and be seen' difficult. Our assumption tower off air was poor, should have tuned (or /and been told by stl. Approach control to scott 126.2 mh (military, tower, for clearance on final into their class D airspace.
