Narrative:
I took off at cak runway 19. Climbed to 1500' MSL. Turned to east. Flew over small lake just east of the airport and climbed to 2300' MSL. Generally I followed the road running eastbound from the airport (route 229) till intersection with road running n-s at randolph (route 99). I turned southeast and climbed to 3500' MSL. I did some maneuvers just north of alliance. Then I turned wnwbnd and descended and listened to ATIS of cak till I was just south of the lake +/- 5 mi northwest of alliance. I was +/-300' that time and realized that I was too high for the arsa, so I decided to circle to lost altitude and tuned 118.60 in the radio to contact cak approach. At the same time I started circling I saw the small transport. He was a little higher (+/-200') on 1:30 position, +/- 1/2 mi. Air traffic area the same time he saw me and started left turn to north. I contacted cak approach right after that for touch and goes and landed on runway 23 full stop. I made a visit to the tower, talked to mr. X and mr. Y and to the pilot of the small transport. During my visit those men accused me of violating the arsa, but my opinion is that I had outside the arsa at the time of the incident.

Title: UNAUTH PENETRATION OF AIRSPACE, AN ARSA, CREATED A POTENTIAL CONFLICT BETWEEN 2 ACFT.
Narrative: I TOOK OFF AT CAK RWY 19. CLBED TO 1500' MSL. TURNED TO E. FLEW OVER SMALL LAKE JUST E OF THE ARPT AND CLBED TO 2300' MSL. THEN I TURNED WNWBND AND DSNDED AND LISTENED TO ATIS OF CAK TILL I WAS JUST S OF THE LAKE +/- 5 MI NW OF ALLIANCE.
