Narrative:

Controller told us to turn left 90 degrees, 45 seconds later he said come back right 120 degrees. TCASII then gave us a TA then it said 'climb, climb.' the captain did not climb. He stayed in his right turn. I jumped out of the jumpseat and told him to stop scanning the alternate TCASII display on the WX radar on center console and scan his TCASII vsi on the left side of his instrument panel and climb to the green arc. We passed to the northeast of a 757 on an emergency descent flying on our route the opposite direction by 3 mi. We climbed to 33700 ft before returning to our assigned altitude of 33000 ft.

WE PASSED TO THE NE OF A 757 ON AN EMER DSCNT FLYING ON OUR RTE THE OPPOSITE DIRECTION BY 3 MI. WE CLBED TO 33700 FT BEFORE RETURNING TO OUR ASSIGNED ALT OF 33000 FT.
