Narrative:

Small aircraft X on base leg for runway 6, tower cleared another aircraft Y to land on runway 28L. We did not receive any further instructions to discontinue our approach or to modify our pattern in any way. Upon turning to final, tower cleared us for a touch-and-go, as we had requested previously. We touched down and began to apply takeoff power. As we did so, tower stated 'cherokee X, cleared for takeoff.' at about the same time, the aircraft on final for runway 28L began a go around, passing above and behind us as we began our takeoff. I am puzzled as to why tower cleared both of us for lndgs on intersecting runways in opposite directions. Equally confusing is their delay in issuing go around instructions to the other aircraft. I also wonder why they cleared us for a takeoff when they had not rescinded our touch-and-go clearance. Callback conversation with reporter revealed the following information: the tower issued a go around to aircraft Y and the aircraft executed the go around prior to crossing the runway.

Narrative: SMA X ON BASE LEG FOR RWY 6, TWR CLRED ANOTHER ACFT Y TO LAND ON RWY 28L. WE DID NOT RECEIVE ANY FURTHER INSTRUCTIONS TO DISCONTINUE OUR APCH OR TO MODIFY OUR PATTERN IN ANY WAY. UPON TURNING TO FINAL, TWR CLRED US FOR A TOUCH-AND-GO, AS WE HAD REQUESTED PREVIOUSLY. WE TOUCHED DOWN AND BEGAN TO APPLY TKOF PWR. AS WE DID SO, TWR STATED 'CHEROKEE X, CLRED FOR TKOF.' AT ABOUT THE SAME TIME, THE ACFT ON FINAL FOR RWY 28L BEGAN A GAR, PASSING ABOVE AND BEHIND US AS WE BEGAN OUR TKOF. I AM PUZZLED AS TO WHY TWR CLRED BOTH OF US FOR LNDGS ON INTERSECTING RWYS IN OPPOSITE DIRECTIONS. EQUALLY CONFUSING IS THEIR DELAY IN ISSUING GAR INSTRUCTIONS TO THE OTHER ACFT.
