Narrative:
I was working flight data. The controller next to me was working ground control and local control combined. Controller is a developmental training on radar but certified through the tower cabin attendant. I observed him clear an small aircraft X for takeoff on runway 14. He then switched small aircraft X to departure. He had taxied air carrier Y to runway 5. I heard him say air carrier Y cleared for takeoff, small aircraft traffic on short final. I looked out the tower window and saw small transport Z over the approach lights. I yelled 'that's not an small aircraft!' he said 'oh, this won't work' then transmits 'small aircraft X break it off to the left.' I again yell at him 'that's not small aircraft X.' he says nothing. Air carrier Y is on a takeoff roll and at rotation the small transport Z is about 50 ft above the runway and less than 1500 ft behind air carrier Y. Small transport Z had been cleared for the option. Controller says well I guess he doesn't want to do a touch-and-go, transmits 'small aircraft Z start your missed approach.' I watched as small transport Z started a slow, low, left turn out (I was worried about the wake turbulence created by air carrier Y so close in front of small transport Z). Controller handbook 7110.65 requires 6000 ft between the aircraft in this situation and a touch-and-go would not be allowed, paragraph 3-103. I reported it within 30 mins to the assistant manager. He did nothing about it to my knowledge except talk to controller who denied it. I reported it 4 days later to controller supervisor who did a data plot but because our equipment malfunctioned no data could be obtained. The assistant manager said no proof -- your word against his. (I had another witness who verified what I saw.) controller supervisor called me today and told me he is going to put controller on a performance improvement plan.
