Narrative:

The trip was in VMC till almost to cty. Passed cty at XA50. Broke out on short final of tlh ILS 27 approach at XB29. At about XB00, the time of the encounter with the other aircraft we were in and out of clouds and light rain on a track of 310 degrees direct from cty to tallahassee fl. This put us about .75 mi to the left of V295 centerline. I was PF on the gauges. My passenger pointed to a single engine 6 place airplane, possibly a piper or beech, at our 10 O'clock about 300 ft away at our altitude. He was about 30 KTS faster than our 126 KT TAS on about a 330 degree track. He banked slightly to the left and disappeared into the clouds at our 12 O'clock position. Here is a transcript of the ensuing communication with ZJX. Me: 'jacksonville center, skylane. You still have me on radar?' ZJX: 'affirmative.' me: 'thank you sir.' short pause. ZJX 'skylane traffic 12 O'clock less than a mi altitude in, ah nwbound altitude indicates 3600. Appears you're slightly overtaking it.' me: 'okay, I just had a piper pass me off my left wing less than a mi away heading roughly the same direction.' ZJX: 'yes, sir, at that altitude we're getting ah intermittent hit on him so we don't see him all the time. First time we noticed him was when he was ah looked like at your ah 12 O'clock and ah as you ah as you indicated it ah it does show that he is pulling away from you slightly.' me: 'ok, thank you sir.þ after that short exchange I made note of my VOR/DME position then the next day figured the time based on my 134 KT ground speed and time over cty, so these may be off some. I purposely avoided making an issue on the radio. That's why I said 'less than a mi,' it was a lot less than a mi. In trying to understand how this could happen I looked at a chart and since sun 'north fun was running at lal I plotted a course direct from lal to the point of our encounter. It passes 7 NM on the 57 degree radial from the center of R2938 and would intercept V295 on a 330 degree track. His left turn in front of us may have been to intercept V295. Lal had been VFR so I think the other airplane may have been VFR into deteriorating WX conditions. As noted above in my recording of IMC times we were VMC just after this encounter from XB08 to XB13. Conditions were worse to the west so I wonder how he stayed VFR. It happened, every one is ok so no big deal. It does bring home the fact that ATC radar doesn't see everything.

IT PASSES 7 NM ON THE 57 DEG RADIAL FROM THE CTR OF R2938 AND WOULD INTERCEPT V295 ON A 330 DEG TRACK. HIS L TURN IN FRONT OF US MAY HAVE BEEN TO INTERCEPT V295. LAL HAD BEEN VFR SO I THINK THE OTHER AIRPLANE MAY HAVE BEEN VFR INTO DETERIORATING WX CONDITIONS. AS NOTED ABOVE IN MY RECORDING OF IMC TIMES WE WERE VMC JUST AFTER THIS ENCOUNTER FROM XB08 TO XB13. CONDITIONS WERE WORSE TO THE W SO I WONDER HOW HE STAYED VFR. IT HAPPENED, EVERY ONE IS OK SO NO BIG DEAL. IT DOES BRING HOME THE FACT THAT ATC RADAR DOESN'T SEE EVERYTHING.
