Narrative:

Air carrier X descending to 11000 sebound. Air carrier Y wbound climbing to 10000 ft. I issued traffic to air carrier X who responded by describing an RA. He received from TCASII to slow his rate of descent. It wasn't the RA that was the big deal -- it was the interruption of thought and frequency time that was the problem. By tying up frequency time, it became a problem getting all the other xmissions made in time.

Narrative: ACR X DSNDING TO 11000 SEBOUND. ACR Y WBOUND CLBING TO 10000 FT. I ISSUED TFC TO ACR X WHO RESPONDED BY DESCRIBING AN RA. HE RECEIVED FROM TCASII TO SLOW HIS RATE OF DSCNT. IT WASN'T THE RA THAT WAS THE BIG DEAL -- IT WAS THE INTERRUPTION OF THOUGHT AND FREQ TIME THAT WAS THE PROB. BY TYING UP FREQ TIME, IT BECAME A PROB GETTING ALL THE OTHER XMISSIONS MADE IN TIME.
