Narrative:

737-300 with FMC. Dispatch release noted MEL 32-2 anti- skid inoperative. I reviewed the MEL and noted the (M) and (O) procedures. At the aircraft I, computed the takeoff performance data for a reduced thrust takeoff using the appropriate anti-skid inoperative column of the runway analysis section in the performance book. Captain (PF) briefed the takeoff noting the MEL (anti-skid inoperative) adjustments. Departed phx to lax, then lax to phx, and lax to phx. First officer (PF) computed the takeoff performance data for a reduced thrust takeoff. First officer briefed the takeoff noting anti-skid inoperative MEL. At this time a question arose regarding reduced thrust takeoffs with anti-skid inoperative. A review of the performance book under the takeoff general section revealed that reduced thrust takeoffs are prohibited with anti-skid inoperative. Takeoff was completed with full power. Contributing factors: anti-skid inoperative column in the runway analysis section of the performance book. Dispatch release only mentions gross weight limits considered per MEL. MEL action required section mentions specific (M) maintenance and (O) operational actions but does not mention reduced thrust takeoffs being prohibited. The performance book is read, reviewed and studied, but not memorized. Afm is general volumes without an index. 90 percent of our takeoffs are reduced thrust takeoffs. Corrective actions: a specific note in the MEL for anti-skid system under action required. Raise more questions when operating in non-normal conditions, i.e. What else does the afm say about operations with antiĆ¾skid inoperative?

Title: AN ACR B737-300 TOOK OFF WITH ANTI-SKID INOP USING REDUCED THRUST.

Narrative: 737-300 WITH FMC. DISPATCH RELEASE NOTED MEL 32-2 ANTI- SKID INOP. I REVIEWED THE MEL AND NOTED THE (M) AND (O) PROCS. AT THE ACFT I, COMPUTED THE TKOF PERFORMANCE DATA FOR A REDUCED THRUST TKOF USING THE APPROPRIATE ANTI-SKID INOP COLUMN OF THE RWY ANALYSIS SECTION IN THE PERFORMANCE BOOK. CAPT (PF) BRIEFED THE TKOF NOTING THE MEL (ANTI-SKID INOP) ADJUSTMENTS. DEPARTED PHX TO LAX, THEN LAX TO PHX, AND LAX TO PHX. FO (PF) COMPUTED THE TKOF PERFORMANCE DATA FOR A REDUCED THRUST TKOF. FO BRIEFED THE TKOF NOTING ANTI-SKID INOP MEL. AT THIS TIME A QUESTION AROSE REGARDING REDUCED THRUST TKOFS WITH ANTI-SKID INOP. A REVIEW OF THE PERFORMANCE BOOK UNDER THE TKOF GENERAL SECTION REVEALED THAT REDUCED THRUST TKOFS ARE PROHIBITED WITH ANTI-SKID INOP. TKOF WAS COMPLETED WITH FULL PWR. CONTRIBUTING FACTORS: ANTI-SKID INOP COLUMN IN THE RWY ANALYSIS SECTION OF THE PERFORMANCE BOOK. DISPATCH RELEASE ONLY MENTIONS GROSS WT LIMITS CONSIDERED PER MEL. MEL ACTION REQUIRED SECTION MENTIONS SPECIFIC (M) MAINT AND (O) OPERATIONAL ACTIONS BUT DOES NOT MENTION REDUCED THRUST TKOFS BEING PROHIBITED. THE PERFORMANCE BOOK IS READ, REVIEWED AND STUDIED, BUT NOT MEMORIZED. AFM IS GENERAL VOLUMES WITHOUT AN INDEX. 90 PERCENT OF OUR TKOFS ARE REDUCED THRUST TKOFS. CORRECTIVE ACTIONS: A SPECIFIC NOTE IN THE MEL FOR ANTI-SKID SYS UNDER ACTION REQUIRED. RAISE MORE QUESTIONS WHEN OPERATING IN NON-NORMAL CONDITIONS, I.E. WHAT ELSE DOES THE AFM SAY ABOUT OPERATIONS WITH ANTIĆ¾SKID INOP?
