Narrative:
Landing mia with thunderstorm at airport boundary, wind shear reported. Anti-skid inoperative, runway wet. Appropriate weight penalties applied. At approximately 90 KTS left main tire blew out. Second left main blew at 80 KTS. 1 right main blew during maximum braking attempt to keep airplane on runway. No evacuation, no injuries. In retrospect, I feel that landing without anti- skid in potentially lock wheel conditions (hydroplaning) should not be allowed per MEL change. As current MEL does allow use with weight penalties. An airplane with anti- skid inoperative should not be dispatched to a destination where a wet runway in forecast.

Title: ACR LGT BLEW 3 TIRES ON MAIN GEAR LNDG AT MIA WITH ANTISKID INOP AND LNDG ON A WET RWY.
Narrative: LNDG MIA WITH TSTM AT ARPT BOUNDARY, WIND SHEAR RPTED. ANTI-SKID INOP, RWY WET. APPROPRIATE WT PENALTIES APPLIED. AT APPROX 90 KTS L MAIN TIRE BLEW OUT. SECOND L MAIN BLEW AT 80 KTS. 1 R MAIN BLEW DURING MAX BRAKING ATTEMPT TO KEEP AIRPLANE ON RWY. NO EVACUATION, NO INJURIES. IN RETROSPECT, I FEEL THAT LNDG WITHOUT ANTI- SKID IN POTENTIALLY LOCK WHEEL CONDITIONS (HYDROPLANING) SHOULD NOT BE ALLOWED PER MEL CHANGE. AS CURRENT MEL DOES ALLOW USE WITH WEIGHT PENALTIES.
