Narrative:

On climb out from mbdv en route to mia, passing through 11000 ft, the right propeller oversped by 500 RPM, the RPM shown was close to the RPM where the propeller would pitchlock. This particular airplane had the right engine shut down due to overspd condition twice in the past 2 weeks. Both propeller regulators were replaced due to the failures. Not wanting to extend our distance over the water, figuring we may have another regulator failure, we did an immediate right turn towards provo. ATC was notified of the turn after it was initiated (about 90 degrees). The problem turned out to be a failure of the synchronization control and propeller control returned to normal with it off. ATC was then advised to cancel our priority handling and a course change was initiated to continue to miami.
