Narrative:

At approximately XR15 local while swbound on V-268 approximately 15 NM northeast of sey VOR at 10000 ft received aural TCASII 'traffic' alert which was immediately followed by 'climb' resolution command. Simultaneously, a cyan open diamond overlayed by red square appeared with a minus 02 altitude. I immediately started climb and notified ATC (pvd approach) that we were climbing in response to TCASII resolution. Climb command ceased and targets disappeared from display. We leveled at 10500 and notified ATC that we were returning to 10000. ATC advised that they were working a citation descending out of 7500 ft, which passed directly under us. Pvd approach supervisor contacted via landline.
