Narrative:
Flying to muncie, in, for lunch on dec/thu/93, I borrowed sectionals from the phillipsburg airport and left. I called on the radio several times but got no response. When I saw the airport I circled and noticed a plane leaving on runway 20. I tried again with the radio and proceeded with a left downwind leg checking for traffic, landed then informed me to call tower, which I did. ATC then left. This time they answered on the receiver.
