Narrative:

VFR inbound, landing at delaware county airport, muncie, in. ATIS not transmitting, attempted to contact muncie approach 15 SM northwest. ZID acknowledged my transmission 'squawk XXXX, report airport in sight.' many xmissions to tower. Tower replied, 'temporary tower in operation or contact flight service.' tower advised, 'report northwest for right base for runway 20. Another aircraft inbound from the southeast, report left base land runway 20.' the other aircraft inbound from southeast was unable to comply with instructions as the pilot transmitted that there were 2 xmissions at the same time on tower frequency. I also experienced the same difficulty. I acknowledged my instructions, 'report right base, cleared to land runway 20.' while on right base, the other inbound supposedly for left base for runway 20. This aircraft passed below my aircraft by 300 ft on a northwest heading. Upon landing, unable to contact ground. Back to tower and proceeded to tie-down area. When departing from tie-down, unable to contact ground frequency. Contacted tower, requesting instructions to taxi to active runway. Taxiing toward active and advised to hold short as the taxiway was supposedly closed. No barricades of any type. The tower did transmit they were having problems. At least 6 other aircraft in the tie-down area were unable to contact ground control. Contacted tower to proceed to active with instructions to proceed to active runway 20. Departed, takeoff with approved instructions runway 20 clearance northwest departure 3000 ft. The entire episode was absolute mayhem. I also reported this incident to indianapolis FAA.

UPON LNDG, UNABLE TO CONTACT GND. BACK TO TWR AND PROCEEDED TO TIE-DOWN AREA. WHEN DEPARTING FROM TIE-DOWN, UNABLE TO CONTACT GND FREQ. CONTACTED TWR, REQUESTING INSTRUCTIONS TO TAXI TO ACTIVE RWY. TAXIING TOWARD ACTIVE AND ADVISED TO HOLD SHORT AS THE TXWY WAS SUPPOSEDLY CLOSED. NO BARRICADES OF ANY TYPE. THE TWR DID XMIT THEY WERE HAVING PROBS. AT LEAST 6 OTHER ACFT IN THE TIE-DOWN AREA WERE UNABLE TO CONTACT GND CTL. CONTACTED TWR TO PROCEED TO ACTIVE WITH INSTRUCTIONS TO PROCEED TO ACTIVE RWY 20. DEPARTED, TKOF WITH APPROVED INSTRUCTIONS RWY 20 CLRNC NW DEP 3000 FT. THE ENTIRE EPISODE WAS ABSOLUTE MAYHEM. I ALSO RPTED THIS INCIDENT TO INDIANAPOLIS FAA.
