Narrative:

Small aircraft X parked at the FBO called for taxi instructions. I was working ground control, taxied the aircraft to runway 36L, via 'a' -- the pilot read back 18L via 'a.' I did not catch runway 18L. The pilot did not join 'a' (taxiway) however crossed runway 36L at intersection 'B8' (about 3000 ft from the approach end). I then observed him crossing and tried to contact him. He did not answer. After the third attempt, he answered. The aircraft was instructed to hold short of runway 36L. He caused confusion and had trouble on his arrival to the airport earlier. On departure he did not contact departure control (orlando TCA) and climbed to 2500 ft, when initially only cleared to 1500 ft.

Title: SMA X NON ADHERENCE TO ATC CLRNC UNAUTH RWY ENTRY, CLB TO WRONG ALT. RWY INCURSION.

Narrative: SMA X PARKED AT THE FBO CALLED FOR TAXI INSTRUCTIONS. I WAS WORKING GND CTL, TAXIED THE ACFT TO RWY 36L, VIA 'A' -- THE PLT READ BACK 18L VIA 'A.' I DID NOT CATCH RWY 18L. THE PLT DID NOT JOIN 'A' (TXWY) HOWEVER CROSSED RWY 36L AT INTXN 'B8' (ABOUT 3000 FT FROM THE APCH END). I THEN OBSERVED HIM XING AND TRIED TO CONTACT HIM. HE DID NOT ANSWER. AFTER THE THIRD ATTEMPT, HE ANSWERED. THE ACFT WAS INSTRUCTED TO HOLD SHORT OF RWY 36L. HE CAUSED CONFUSION AND HAD TROUBLE ON HIS ARR TO THE ARPT EARLIER. ON DEP HE DID NOT CONTACT DEP CTL (ORLANDO TCA) AND CLBED TO 2500 FT, WHEN INITIALLY ONLY CLRED TO 1500 FT.
