Narrative:

Air carrier X, while cruising at 9000 ft en route to phl, we were crossing over bwi VOR when the captain spotted an small transport Y at the same altitude and same direction at our 1 O'clock position. Due to the high closure speed I disconnected the autoplt and started a bank to the left and a descent to 8700 ft. At the same time the captain announced our intentions to bwi approach. We passed off the left side of small transport Y and climbed back to our altitude. When the captain asked bwi approach why he did not notify us of the traffic we were told that the small transport Y was VFR in the class 'B' airspace making a descent for 'wake turbulence,' but not to any specific altitude.

Narrative: ACR X, WHILE CRUISING AT 9000 FT ENRTE TO PHL, WE WERE XING OVER BWI VOR WHEN THE CAPT SPOTTED AN SMT Y AT THE SAME ALT AND SAME DIRECTION AT OUR 1 O'CLOCK POS. WHEN THE CAPT ASKED BWI APCH WHY HE DID NOT NOTIFY US OF THE TFC WE WERE TOLD THAT THE SMT Y WAS VFR IN THE CLASS 'B' AIRSPACE MAKING A DSCNT FOR 'WAKE TURB,' BUT NOT TO ANY SPECIFIC ALT.
