Narrative:

Air carrier X came on frequency and I had air carrier Y that was wbound at FL350. Air carrier X was leaving FL290 for his assigned altitude of FL370 eastbound. About this time I realized air carrier X might be a factor for air carrier Y and wanted to insure separation by making sure air carrier X reached FL370 before they became a factor. At that point I issued a rate of climb clearance to air carrier X that would insure separation. He acknowledged the clearance in the affirmative and did not follow through with it.

Title: ACR X CLB THROUGH OCCUPIED ALT HAD LTSS FROM ACR Y. SYS ERROR.

Narrative: ACR X CAME ON FREQ AND I HAD ACR Y THAT WAS WBOUND AT FL350. ACR X WAS LEAVING FL290 FOR HIS ASSIGNED ALT OF FL370 EBOUND. ABOUT THIS TIME I REALIZED ACR X MIGHT BE A FACTOR FOR ACR Y AND WANTED TO INSURE SEPARATION BY MAKING SURE ACR X REACHED FL370 BEFORE THEY BECAME A FACTOR. AT THAT POINT I ISSUED A RATE OF CLB CLRNC TO ACR X THAT WOULD INSURE SEPARATION. HE ACKNOWLEDGED THE CLRNC IN THE AFFIRMATIVE AND DID NOT FOLLOW THROUGH WITH IT.
