Narrative:

In TCA south of jfk -- at 3500. Heavy jet appeared out of haze approximately 5 mi. Due to attitude and altitude of jet -- appeared on collision course. Controller's intention to pass heavy jet 500 ft below me. No traffic call to me or other plane. Nose high attitude of heavy jet led me to believe he was climbing. I turned and started to descend, almost head-on into traffic. Hysterical controller started screaming. Controller workload very high.

NO TFC CALL TO ME OR OTHER PLANE. NOSE HIGH ATTITUDE OF HVY JET LED ME TO BELIEVE HE WAS CLBING. I TURNED AND STARTED TO DSND, ALMOST HEAD-ON INTO TFC. HYSTERICAL CTLR STARTED SCREAMING. CTLR WORKLOAD VERY HIGH.
