Narrative:
I departed the rhi control zone on a SVFR clearance and cancelled 5 mi nne. About 10 NM from my destination while remaining clear of clouds, I had to descend to about 200 ft AGL and inadvertently flew below the minimum safe altitude. While contemplating a 180 degree turn I again encountered better ceilings and climbed to a safe altitude and landed without incident at eagle river, wi. Being familiar with the area I felt I could scud run but was not prepared for the low clouds. Rent a car next time.

Narrative: I DEPARTED THE RHI CTL ZONE ON A SVFR CLRNC AND CANCELLED 5 MI NNE.
