Narrative:

On oct/xx/95 I piloted a bae ATP on flight xyz to akron canton, oh. Upon arrival #1 engine rollover lever would not reverse and engine was stuck at 20 percent torque. After an entire day waiting for maintenance personnel working on the aircraft to determine the aircraft needed to be ferried to sbn. A ferry permit was obtained at approximately XX00Z. The only restrs on the ferry permit were no crosswind landing in excess of 10 KTS, no tailwind component and landing on dry runway only. No restr limiting flight attendants from the aircraft was documented or relayed to me. The general operations manual (paragraph 12.17, issuance of special ferry flight permit, C) states the ferry permit must contain all restrs to the flight. The landing restrs were stated however there was no restr as to flight attendants on the flight. Contributing factors: at the beginning of the flight, crew had been on duty approximately 14 hours. Flight attendants could have been deadheaded on an earlier flight as suggested to scheduling by myself. No suggestion that this problem could be considered to appreciably affecting flight characteristics. Management personnel hastily making decisions to ensure flight left so that crew could return to sbn before 16 hours on duty. Poorly trained maintenance personnel and poorly explained gom procedures pertaining to ferry flts. A copy of original faxed ferry permit has been obtained by myself on oct/xx/95.

Title: ACFT EQUIP PROB. ENG STUCK AT 20 PERCENT TORQUE FERRY FLT FLT ATTENDANTS ON BOARD AGAINST REGS.

AFTER AN ENTIRE DAY WAITING FOR MAINT PERSONNEL WORKING ON THE ACFT TO DETERMINE THE ACFT NEEDED TO BE FERRIED TO SBN. A FERRY PERMIT WAS OBTAINED AT APPROX XX00Z. THE ONLY RESTRS ON THE FERRY PERMIT WERE NO XWIND LNDG IN EXCESS OF 10 KTS, NO TAILWIND COMPONENT AND LNDG ON DRY RWY ONLY. NO RESTR LIMITING FLT ATTENDANTS FROM THE ACFT WAS DOCUMENTED OR RELAYED TO ME. MGMNT PERSONNEL HASTILY MAKING DECISIONS TO ENSURE FLT LEFT SO THAT CREW COULD RETURN TO SBN BEFORE 16 HRS ON DUTY. POORLY TRAINED MAINT PERSONNEL AND POORLY EXPLAINED GOM PROCS PERTAINING TO FERRY FLTS. A COPY OF ORIGINAL FAXED FERRY PERMIT HAS BEEN OBTAINED BY MYSELF ON OCT/XX/95.
