Narrative:

Our aircraft was at 4000 ft heading 060 degrees, base leg for localizer 30 inbound to mia on frequency 125.5, about 14 mi out. We received frequency change to 133.05. 2 attempts were made to no response and no other communication heard. Returned to 125.5 for frequency check. Attempted contact twice and after second heard, 'don't call me I'll call you,' to all aircraft. We next began a response to a TCASII alert and heard 'air carrier X descend immediately to 3000 ft, switch to 133.05 -- no stay with me.' this was followed by vectors for normal approach.
